Over 45.4 million people across the globe have been diagnosed with COVID-19, according to 4. Precious metals: 'Going dark! Economic cycles point downward'. The actual numbers are believed to be much higher due to testing shortages, many unreported cases and suspicions that some national governments are hiding or downplaying the scope of their outbreaks. The criteria for diagnosis -- through clinical means or a lab test -- has also varied from country to country.
COVID-19 has killed more than 1.18 million people worldwide.
The United States is the worst-affected nation, with more than 9 million diagnosed cases and at least 229,585 lives lost.
Enthusiastic supporters of the idea of a “universal basic income” for all citizens, meanwhile, will look to Finland where a trial is now well under way. In France, Emmanuel Macron will try to tread a delicate line in 2018 as he reforms the labour market, hoping to inject flexibility without increasing insecurity or incensing the unions.

"You can no longer have some countries go first and others come in later, because there is no more time," said Glen P. Peters, a scientist at the Center for International Climate and Environmental Research in Oslo, who helped compile the new numbers. "It needs to be all hands on deck now."
This technology previously existed for arms, but legs are rather more complicated. And since a misread signal can send you jumping off a bridge or in front of a moving car, thought-controlled legs need more stringent programming than equivalent arms. As one of the researchers delicately put it, “If you're using a bionic arm and it misbehaves, the elbow may move slightly. If the prosthetic leg misbehaves . . . that could be quite a safety issue.”
There are no such circuit breakers in Hong Kong where the H-share index of mainland equities fell less than 4 per cent on unremarkable volumes. One might have expected more of a bloodletting. Mainland retail investors participate in both markets — a function both of Stock Connect and a leaky system — and if you can’t sell what you would like, you sell what you can. Foreign H-share investors too might be presumed sellers, having been the most bearish on China’s economy. Yet yesterday, even as Shanghai opened down a further 3 per cent (before rebounding), Hong Kong’s H shares remained resilient.

While 17 per cent of graduates rated starting a company as joint most important reason, only 2 per cent of them saw it as their main sole ambition. At school, even in kindergarten, you teach us to behave in the world. You teach us: not to fight with others, to respect others, to clean up our mess, not to hurt other creatures, to share - not be greedy. 在学校，甚至在幼稚园，你们大人教我们如何处世，你们告诉我们不要打架，要尊重对方。找出答案，解决矛盾。去分享，而不是贪婪。

Cruises can return after companies prove compliance using volunteer passengers on 'simulated voyages': CDC
A day before its No Sail Order is set to expire, the Centers for Disease Control and Prevention announced that cruise lines can resume operations after companies prove compliance using volunteer passengers on "simulated voyages."
Elsewhere, Australia recently introduced reforms that have increased transparency around fund pricing, which has driven rapid growth in ETFs.
3.Pay no attention to those bow-tied etiquette experts you sometimes see on CNN International, telling you how to behave while in Britain. These people are generally of dubious provenance, normally live in California and tend to peddle advice that is either irrelevant or out of date. For example, they will often say that Britons love queuing and are so fond of apologising that they will often say "sorry" even when something isn't their fault. In reality, Britons are just as likely to jump to the front of a queue and then punch the person behind them for coughing. It all depends on how muggy it is.

Starting a business can wreak havoc on the owner’s personal life. While all the above tips are necessary for success, taking care of yourself mentally and physically is also imperative. Exercise, sleep and diet play a central role in ensuring you implement these policies successfully. All of them drive attitude, motivation and relationships.
Price growth in top cities was slower, however, with Beijing, for instance, reporting a rise of only 0.5 per cent from the previous month, compared to 4.9 per cent in September.
"While we are eager to welcome our guests back on board, we have a lot to do between now and then, and we’re committed to taking the time to do things right," the company said.
It is not clear when the simulated voyages will begin.
Last month, the CDC extended a ban on large cruises in U.S. waters through Oct. 31.

Belgium, Europe’s hardest-hit nation at this time, is introducing strict new rules.
Nonessential businesses are closing for six weeks and a nighttime curfew is in place. Outside gatherings are limited to three people, and residents can only have one person over to their home.
Prime Minister Alexander De Croo called these "last-chance measures" as Belgium hopes to prevent the collapse of its health care system.
Belgium reported a 21.1% positivity rate on Tuesday. Last week, there were an average of 13,052 new cases reported each day.
